Connection refuse when running Corteza Server

I meet this error when running the corteza server from GitHub - cortezaproject/corteza: Low-code platform

Is this for a fresh instance or?
Additionally, what version is this on?

I’ve tried to run the server with cmd: make watch. I’ve config the Postgres DB, webapp. It’s v2023.9

It’s fresh. I’ve just config the DSN, and other properties in .env follow the document

I’ve tried to clone it again. Still same error. I cannot do anything cuz this error.
