I have created 6 sensitity level from 1 (business confidential) to 10 (operation general data) in Admin Area and assigned the highest level 1 to module. I then try to test some sensitity level at field level. Found that I can only choose 1 (one and only one option) in the selector. How can I make all sensisity level to field level?

Since your highest allowed is 1, you can only select that one.
If you set your highest allowed to higher, you’ll be able to select levels lower than the “highest allowed”
You can set the limitation on the Connection/Module or both

Does it mean the most highest security level should be 10 instead of 1?

iirc yes, a higher number means more private.
And then as @jfortun said; if you have level x on your connection, the modules under that connection can only have x or more sensitive. The same for fields (relative to the module)

Does the level x here just for classify? What does the functions of sensitivity level here for? I still not see any affected of it on my data expect classify.
