Template permissions in 9.5

I have a user role that i’ve created who can see the template and can not modify it. I have no idea why even though the role all permissions that allows it to modify/update the template!
Unfortunately i can not upload pictures to show you what i am talking about

There is a lapsus in the code; the web application checks access control formessaging queues instead of templates.
If having this is cruicial for you, set the create new messaging queues permission to allow until we fix this.
